On the Updated Legislation: BFSG and BITV 2.0

Following the revision of the Disability Equality Act (BGG) on June 2, 2021, and the Accessible Information Technology Ordinance (BITV) on May 21, 2019, the Accessibility Act (BFG) and Accessibility Strengthening Act (BFSG) - passed by the German Bundestag on July 16, 2021 - serve to implement an EU directive aimed at removing barriers to accessing information and communication.
To ensure that everyday digital applications - on computers, tablets, smartphones, ATMs, or ticket machines - are accessible, companies and public authorities are required to provide a barrier-free digital infrastructure. The importance of digital accessibility was further emphasized in June 2022 with the enactment of the Accessibility Strengthening Ordinance (BFSGV) in Germany. Starting June 28, 2025, certain digital products and services must also be designed, manufactured, and offered in a fully accessible manner.

Research projects on avatar-based automated sign language translation

Together with strong collaborative partners and funded by the Federal Ministry of Education and Research (BMBF), research into avatar- and AI-based (artificial intelligence) automated sign language translation tools is progressing. The AVASAG research project "Avatar-based language assistant for automated sign language translation" (05/2020-04/2023) was followed by BIGEKO "Bidirectional sign language communication" (03/2023-02/2026). The aim of this fundamental research is to achieve a high-quality, realistic representation of a real-time controlled 3D sign language avatar, enabling digital and barrier-free communication. This is intended to create added value for deaf individuals, allowing them to participate more fully in the digital society. The ability to automatically and dynamically translate content is designed to improve interaction and communication across digital platforms.

The Sign Language Avatar Kit, featuring an avatar that translates written text into sign language, enables more accessible communication and supports greater digital participation and inclusion. (Subtitles alone are not enough, as written language is a foreign language for many deaf people.)
In addition to municipalities, we also support companies looking to make their digital products and services accessible to deaf users or improve the accessibility of their websites.
The data corpus required for these translations is continuously expanding across various fields of application. A particularly extensive corpus has already been developed for municipalities, based on their specific needs. It is being manually created and continuously extended, containing a broad vocabulary tailored to use cases defined in collaboration with local authorities. Many municipalities (including districts, cities, towns, boroughs, and public institutions) across Germany are already using the toolkit.
